Vector Signed Horizontal Add

The sign-extended odd elements in vector a (sixteen signed 8-bit integer numbers) are added to the sign-extended even elements in vector b (sixteen signed 8-bit integer numbers) producing a result twice the size of the input operands. The result is written to vector (eight signed 16-bit integer numbers).
