Vector Fixed-Point Multiply Rounded

The fixed-point elements in vector a (four signed 32-bit integer numbers) multiplied by fixed-point elements in vector b (four signed 32-bit integer numbers). The rounded result is written to vector (four signed 32-bit integer numbers).
