Vector Unsigned Saturated Subtract of Signed from Unsigned

The signed elements in vector b (sixteen signed 8-bit integer numbers) are subtracted from the unsigned elements in vector a (sixteen unsigned 8-bit integer numbers). The signed result is unsigned saturated and written to to vector (sixteen unsigned 8-bit integer numbers).
