Vector Unsigned Horizontal Add

The zero-extended odd elements in vector a (sixteen unsigned 8-bit integer numbers) are added to the zero-extended even elements in vector b (sixteen unsigned 8-bit integer numbers) producing a result twice the size of the input operands. The result is written to vector (eight unsigned 16-bit integer numbers).
