Release 0.9.6:
	* Eric Varsanyi pointed out and fixed a bug in the computation of
	  time from the timestamp.
	* Eric Varsanyi pointed out some bugs where offsets have not been
	  carried into the graphs, so no data was drawn in these cases.
	* I've removed the header table. The group numbers were originally
	  used to compute averages for graphs in a single query, which did
	  not perform if the group numbers had to be computed by hand. So
	  the group numbers were included in the stationdata table originally.
	  With the modified data model, the headers were moved to a separate
	  table, which was more economic as two stations could use the same
	  header information. However, the offset stuff really confused the
	  whole header story, and since graphing without the avg table was
	  dropped long ago, there really was no longer a need for the header
	  table. The only place where headers were used was the Averager
	  class, and all it's queries work perfectly without the header
	  table. So the table was dropped.
	* found a bug in the Vector.cc class constructor which caused
	  construction of a vector from radius and azimut to interpret the
	  azimut as an argument angle.
	* we've redone the web pages, they now work without frames and use
	  XML/XSL and CSS.

	This is the `Lajeado'-release of meteo. The university Univates

	meteo installation and operating at Univates) and Vilson Gartner
	(who helped design the new database and object model).

	  Recorer in the DataRecorder the matching PacketReader is applied to
	  the packet, which retrieves a Value. The Value can in turn be used
	  to update Recorder. Thus a new station is essentially a definition
	  of PacketReaders for each sensor the station provides.
	* Separated the logic in Datarecord similar to the Value and Recorder
	  classes. A Datarecord is now just a map that maps sensor names to
	  Values. A DataRecorder is a map that maps sensor names to Recorders.
	* separated the logic of accumulating the minute values from the 
	  Value logic: Value classes represent just data, Recorders accumulate
	  Values over intervals. Value classes can be converted to other units,
	  Recorders have a fixed unit.
